一、东营市概况Overview of Dongying

东营市成立于1983年，总面积为8400平方公里，人口217万。位于山东省东北部,北靠京津唐经济区，东临渤海，与日本、韩国隔海相望,是黄河三角洲的中心城市,中国第二大水系黄河入海的地方,中国第二大石油基地胜利油田所在地,被评为中国“六大最美湿地之一”。

Establishedin 1983, Dongying City is located in the northeast of Shandong Province with a total area of 8,400 square kilometers and a population of 2.17 million. As a center city of the Yellow River Delta, it is adjacent to the Beijing-Tianjin-Tangshan Economic Zone to the north, the Bohai Sea to the east, and faces Japan and South Korea across the sea. Dongying is where the Yellow River --China'ssecond largest river system flows into the sea and is home to the second largest oilfield in China, Shengli Oilfield. It has been recognized as one of China’s “Six Most Beautiful Wetlands.”

二、山东胜利职业学院简介Overview of ShandongShengli Vocational College

山东胜利职业学院是经山东省人民政府批准设立、中国石化集团胜利油田创建、东营市人民政府承接续办、教育部备案的公办全日制普通高等职业院校。其前身为1973年建校的全国重点中等专业学校——胜利石油学校和胜利油田卫生学校。学校始终坚持“合作、开放、服务”的办学理念，秉承“博学笃志 切问近思”校训，实施“质量立校、特色强校”的发展战略，致力培养具有爱国情怀、知技融通、国际视野的复合型、创新性高层次技术技能人才，致力于服务区域经济社会发展。学院现有在职教职工519人，专任教师313人，其中，硕士及以上学历150人，副教授及以上职称202人，全国优秀教师、山东省优秀教师等44人；学院聘请了190余名企业专家和技能大师为兼职教师，形成了一支以专任教师为骨干、兼职教师为补充，专兼结合的高层次、高素质、高水平的师资队伍。学院现有全日制在校生8346人。设有石油与新能源学院、酒店管理学院、护理学院、智能制造学院、人才发展与继续教育学院（培训学院）、马克思主义学院、爱尔创口腔学院、国际学院、化工与新材料学院等9个二级学院。设有石油工程技术、石油化工技术、护理、口腔医学技术、计算机应用技术、电气自动化技术、机电一体化技术、酒店管理与数字化运营、跨境电子商务等25个专业，其中石油工程技术专业群和工业互联网应用专业群为山东省高等职业教育高水平专业群立项建设项目。

学校长期致力于国际石油领域人才培养，已与俄罗斯乌拉尔国立矿业大学等国外高校建立了稳定的中外合作办学关系。2024年6月，学校与俄罗斯乌拉尔国立矿业大学签署合作举办石油工程技术专业专科教育项目，获得山东省教育厅批准，并经中国教育部备案生效，于2025年已经开始正式招生，当年招生计划全部第一志愿完成。2025年10月份，两校进一步深化合作，打通学生升学通道，签署了对合作举办石油工程技术专业专科教育项目毕业生衔接俄方应用地质学专家学位的补充协议。在对外合作办学中，引进外方优秀师资、教材等资源均超过1/3。与此同时，学校积极推动职业教育标准输出，已向科特迪瓦成功输出石油工程专业教学标准，被费利克斯·乌弗埃-博瓦尼国立理工学院等机构采用，依托该标准，累计为科方培训相关人员2000余人。在师资队伍国际化建设方面，连续五年聘请美国ATD（人才发展协会）资深培训师来校开展系统化教学培训，累计100多人次教师取得相应资质。此外，学校引进瑞士理仕蒙等国际优质课程资源，持续提升教师的跨文化教学能力。学校稳步推进“职教出海”项目，目前与摩洛哥私立信息设计学院及中铁建摩洛哥分公司合作建设的“班·墨学院”等项目正在有序实施中。

Shandong Shengli Vocational College is a public full-time regular higher vocational college approved by the People’s Government of Shandong Province. It was founded by Shengli Oilfield of Sinopec Group, undertaken and continued by the People’s Government of Dongying City, and filed with the Ministry of Education. Its predecessors are Shengli Petroleum School and Shengli Oilfield Health School, which were established in 1973 as the national key secondary specialized schools. The college has always adhered to the school-running philosophy of “Cooperation, Openness, and Service”, upholds the school motto of “Erudition and Aspiration, In-depth Inquiry and Reflective Thinking”, and implements the development strategy of “Establishing the College with Quality, Strengthening the College with Characteristics”. It is committed to cultivating compound and innovative high-level technical and skilled talents with patriotic feelings, integration of knowledge and skills, and international vision, and devotes itself to serving the regional economic and social development. Currently, the college has 519 faculty and staff, including 313 full-time teachers. Among the full-time teachers, 150 hold master’s degrees or above, 202 have the title of associate professor or above, and 44 have been awarded honors such as “National Excellent Teacher” and “Shandong Provincial Excellent Teacher”. The college has also employed more than 190 enterprise experts and skilled masters as part-time teachers, forming a high-level, high-quality, and high-caliber teaching team with full-time teachers as the backbone, part-time teachers as supplements, and the combination of full-time and part-time staff. The college currently has 8,346 full-time students and has set up 9 secondary colleges, including the College of Petroleum and New Energy, the College of Hotel Management, the College of Nursing, the College of Intelligent Manufacturing, the College of Talent Development and Continuing Education (Training College), the School of Marxism, the Aierchuang Stomatology College, the International College, and the College of Chemical Engineering and New Materials. It offers 25 majors, such as Petroleum Engineering Technology, Petrochemical Technology, Nursing, Stomatological Technology, Computer Application Technology, Electrical Automation Technology, Mechatronics Technology, Hotel Management and Digital Operation, and Cross-border E-commerce. Among these majors, the Petroleum Engineering Technology major group and the Industrial Internet Application major group are listed as the project construction units of high-level professional groups in higher vocational education of Shandong Province.

The college has long been committed to talent cultivation in the international petroleum field and has established stable Sino-foreign cooperative education relationships with foreign universities such as Ural State Mining University of Russia. In April 2024, the college signed a cooperation agreement with Ural State Mining University of Russia to jointly run the junior college education program of Petroleum Engineering Technology. This program was approved by the Department of Education of Shandong Province and put on record with the Ministry of Education of China. It officially started enrollment in 2025, and all the enrollment plans of that year were completed smoothly. In October 2025, the two universities further deepened their cooperation, opened up the further study channel for students, and signed a supplementary agreement on connecting the graduates of the jointly-run junior college education program of Petroleum Engineering Technology to the Russian “Applied Geology Expert Degree” program. In the process of Sino-foreign cooperative education, the introduction of foreign high-quality resources such as excellent teachers and teaching materials accounts for more than one-third. At the same time, the college actively promotes the export of vocational education standards. It has successfully exported the teaching standards of the Petroleum Engineering major to Côte d'Ivoire, which have been adopted by institutions such as the Félix Houphouët-Boigny National Polytechnic Institute. Relying on these standards, the college has trained more than 2,000 relevant personnel for Côte d'Ivoire. In terms of the internationalization of the teaching team, the college has invited senior trainers from ATD (Association for Talent Development) of the United States to conduct systematic teaching training for five consecutive years, and a total of more than 100 teachers have obtained the corresponding qualifications. In addition, the college has introduced high-quality international curriculum resources such as those from Rishimond of Switzerland to continuously improve teachers’ cross-cultural teaching capabilities. The college is steadily advancing the “Vocational Education Going Global” project.The projects such as the“Luban-Mozi College, Morocco(CRCC)”, jointly established with the Morocco Private InfoDesign-(Digital&Design) and China Railway Construction Corporation’s Morocco branch, are being carried out in an orderly manner.

三、国际学生教育International Student Education

（一）招生对象Admission Targets

语言研修生：面向汉语零起点学习者，学习时间为半年至1年，成绩合格者可获得山东胜利职业学院进修证书。

学历生：面向具备一定汉语基础的学习者，学制3年，成绩合格者可获得山东胜利职业学院专科毕业证书。（零基础者第一年学习语言）

Language students: Targeting at beginners in Chinese language learning, with a study period ranging from half year to one year. Those who pass the examination will be awarded the Certificate of Studies issued by Shandong Shengli Vocational College.

Diplomastudents: Targeting the individuals whohave a certain foundation in Chinese with a study period of three academic years. Those who pass the examination will be awarded the diploma of Graduation issued by Shandong Shengli Vocational College. (The first year of language learning for thosewho can’t speak Chinese. )

（二）入学时间及条件Admission Requirements

语言研修生春季学期，3月初开学；秋季学期，9月初开学。学历生每年9月开学。

2.基础报名入学条件Basic Admission Requirements

年龄在18-45周岁的非中国公民,持有效国外护照，具有高中及以上学历均可报名。

3.特殊身份国际学生补充申请要求Supplementary Requirements for Special International Student Applicants

根据《教育部关于规范我高等学校接受国际学生有关工作的通知》(教外函(2020)12号)规定，依据《中华人民共和国国籍法》第五条，父母双方或一方为中国公民并定居在外国，本人出生时即具有外国国籍的，不具有中国国籍。自2021年起，其申请作为国际学生进入我高等学校本专科阶段学习，除符合学校的其他报名资格外，还应持有有效的外国护照或国籍证明文件4年(含)以上，且最近4年(截至入学年度的4月30日前)之内有在外国实际居住2年以上的记录(一年中实际在外国居住满9个月可按一年计算，以入境和出境签章为准)。

2. Basic Admission Requirements

Non-Chinese citizens aged 18 to 45 years old who hold a valid foreign passport and have a high school education or above are eligible to apply.

3. Supplementary Requirements for Special International Student Applicants

In accordance with the provisions of the Notice of the Ministry of Education on Standardizing the Work of Institutions of Higher Learning in Recruiting International Students (Jiao Wai Han [2020] No. 12) and Article 5 of the Nationality Law of the People's Republic of China, any person whose parents are both or one Chinese citizen and have settled abroad and who has acquired foreign nationality at birth shall not possess Chinese nationality. Starting from 2021, such applicants applying for undergraduate and junior college programs in Chinese institutions of higher learning as international students shall, in addition to meeting other admission qualifications of the university, hold a valid foreign passport or nationality certificate for no less than 4 years, and have a record of actual residence abroad for more than 2 years within the most recent 4 years (as of April 30 of the admission year). Any calendar year with an actual overseas residence of no less than 9 months shall be counted as one year, which shall be subject to the entry and exit stamps on the passport.

（1）所在院校转学同意函、成绩单或结业证，须加盖公章；

（2）在华签证或居留许可复印件；

9.学校要求的其他材料（如作品集、推荐信等，根据专业或项目需求提供）。

（1）所有的证书、证明、成绩单须是中文或英文原件或公证件；非中、英文材料，须同时提供原件及公证后的中文或英文翻译件；

（五）申请截止日期Application Deadline

语言研修生计划秋季入学，申请截止时间为6月30日；计划春季入学，申请截止时间为12月31日。学历生申请截止时间为6月30日。

Language students: For those planning to enroll in the fall semester, the application deadline is June 30th; for those planning to enroll in the spring semester, the application deadline is December 31st

Diplomastudents:the application deadline is June 30th.

（六）留学费用TuitionFee

学历教育

1.学费：5700元人民币/年；

2.住宿费：四人间带卫生间1400元人民币/年/人，六人间带卫生间，1170元人民币/年/人；

3.综合医疗保险费：800元人民币/年；

4.居留许可费：400元人民币/年；

体检费：500元人民币/年；

宿舍用品费：600元人民币

5.其他：签证办理费、国际旅费、水电费、教材费、日常生活费等自理。

非学历教育

根据培训项目内容收取，具体费用在项目通知中明确，可咨询国际学院。

（1）Tuition Fees:CNY5700/year;

（2）Accommodation Fees: Four-person dormitory room with private bathroom: 1400 RMB per person per year; six-person dormitory roomwith private bathroom: 1170 RMB per person per year

( 3 ) Fees for Comprehensive Medical Insurance for foreigners in China : CNY800/year

（4）Residence Permit Fees: CNY400/year;

Physical Examination Fees: CNY500/year;

Dormitory Supplies Fees: CNY600 RMB (one-time payment)

（5）Others: visa application fees, international travel expenses, utility bills (water and electricity), textbook fees, daily living expenses, etc. shall be borne by the students themselves.

Non-DiplomaEducation Fees are charged based on the content of the training program. Specific fees will be specified in the program notice, and inquiries can be made to the International College.

（七）奖学金与资助

学校设立奖学金体系，鼓励优秀国际学生来华学习：面向在校就读满1学年的专科层次学历教育国际学生，每年评选一次，一次性发放，奖励标准为5000-10000元/学年。

00001. Thecollegehas established a scholarship system to encourage outstanding international students to study in China. This scholarship targets international students pursuing junior college (associate degree) education who have completed at least one academic year of study at thecollege. It is awarded once a year and disbursed in a single lump sum, with an annual reward standard ranging from 5,000 to 10,000 RMB per student.
